The Gujarat Science, Technology, and Innovation (STI) Policy 2026–2031


The Gujarat Science, Technology, and Innovation (STI) Policy 2026–2031, launched in March 2026, aims to transform the state into a global innovation hub through a dedicated Rs 1,000 crore Innovation Fund to support research, startups, and advanced technology development.

The policy focuses on strengthening research and innovation in strategic frontier sectors such as Artificial Intelligence (AI), semiconductors, quantum technologies, biotechnology, green energy, defence, and space technologies.

It places strong emphasis on talent development by targeting the creation of 1 lakh highly skilled research professionals by 2031 through more than 250 fellowships, including Junior, Senior, and Postdoctoral programs, along with special initiatives to encourage women in innovation.

To boost intellectual property generation, the policy aims to achieve over 1,000 IP filings annually, including more than 500 patents, supported by the establishment of over 200 IP facilitation centres across the state. It also proposes the creation of Gujarat Rajya Research and Innovation Clusters (GRRIC) to develop R&D hubs, shared laboratories, and industry–academia collaboration platforms, beginning in the Gandhinagar–Ahmedabad region.

In addition, the policy seeks to increase the state’s R&D expenditure to 1% of the Gross State Domestic Product (GSDP) while promoting grassroots scientific awareness and STEM education through expanded science centres, mobile laboratories, and a unified Gujarat R&D portal.

The policy is implemented by the Gujarat Council on Science and Technology (GUJCOST) under the Department of Science and Technology (DST), Government of Gujarat.
